You have to create a database and a user with permissions in that database
for nextcloud.
Verify that the web server is running
Then go to http:///nextcloud, you will see the installer webpage,
select mysql as the database and set the user

Fedora 36 and upwards does not ship with PHP < 8.1 fortunately Nextcloud 24
[1] now supports PHP <= 8.2, I will bump the package to this version.
