unretiring llvm7.0

In March llvm7.0 which had been orphaned for some reason, got retired. Unfortunately I missed the warning mails that Miro sent here. llvm7.0 is needed for aarch64 ghc:8.8, and for ghc-8.8.3 planned for F33. So I would like to unretire llvm7.0. Thanks, Jens ___
