The secretary and other admins need karma to be able to control the meeting.
If the linked documentation on cloaks is not clear, then that needs to be
addressed.

The notion that meeting attendees need "karma" is ludicrous. The meeting is
not a social gathering or game. It's a business function.

The cloak is vital for karma. It is also important for privacy, as otherwise
the user host name is exposed.
