   I completely disagree. Having people recognize one another is not a goal of 
the meeting. The meeting is a legal formality. Adding the complexity of 
encouraging people to register a cloak for a service that they use literally 
one hour a year is completely antithetical to the goal of simplifying meeting 
attendance. The focus should be on simplicity, not on "here's how to be a 
better IRC user" - which the target audience doesn't care about. If the reader 
cares about IRC, they already have a cloak. If they don't then they have no 
idea what a cloak is. Consider the audience, and the actual goal of this 
document - to simplify meeting attendance.
