All recent Linux installations I saw had UTF-8 as their en

A possible workaround for end-users is to download the fixed plink.exe from the
putty distribution, and configure their clients to use said plink.exe.

Probably something based on the ip or hostname requesting the lock, or
"anonymous_webdav_user".
