I think it's a good question. We can introduce a new method in the
BrokerService to help brokers create the topic internally first(maybe just
metadata is enough), and then to use pulsar client connect to it.

usually acts as a service to serve many lines of business and only a
single team is responsible to maintain the server side. It would be
