let the dev know. I am sure we are not trying to get approval for 'A', and
then merge 'B'.

By default, SCM ratis and scmgrpc ports are assigned to 9865 and 9866
respectively for SCM HA setup. For deployments alongside hdfs, it was
observed that it caused port conflict issues with Hdfs datanode ports
defined by "dfs.datanode.https.address" and "dfs.datanode.address".
