The gentle suggestion of three fellow contributors does seem to indicate
that there is something to be said for the minor change of moving the

I'm with Tom. In marketing it is all about the message. The target audience
isn't interested in a legally correct, but less relevant document, they
want to know what they get and where to get it ;-)

My thinking was that Apache releases source code (any binaries or other content
