My preference would be put the link folks most want to use first, so I agree with Tom and Erik. I noticed that Apache Open Office spends most of its announcements talking about the binaries and makes the source almost a foot note. See [1].
On the other hand, TDF is getting plenty of traffic so may be just send the 1.1 announcement as is, and re-structure the announcement for the next TDF release.
