I'm not going to revote on this rc2 for a legal file. I voted on RC1. To me
the legal file change was minor and already discussed.

Please read my emails as RM I didn't carry over votes for a good reason.
There's only 2 +1 votes on this RC and it requires one more +1 to be released.
Or would the PMC rather I cancel the vote and make yet another RC to vote on?

The function of the PMC is to provide oversight to the board, the 3 +1 PMC
binding votes on a release are required for this. Changes to NOTICE files (no
matter how minor) can have significant legal and downstream project impact and
IMO need to be approved by the PMC as part of the release p

have the final say, but if I were you, I'd take what I had and give
the community what they need, namely a new and improved version of the
software.

Yes but those votes are not binding on RC2, votes are only binding on the RC
they are for.
In some case votes can be carried over (ie for minor README non code changes)
but in this case they were not .

Depends if you think the changes require checking or not. I'd assume that any
change to a NOTICE file would require PMC to re-check and not carry over votes,
given that's one of the critical parts of a release.
