Hi, The function of the PMC is to provide oversight to the board, the 3 +1 PMC binding votes on a release are required for this. Changes to NOTICE files (no matter how minor) can have significant legal and downstream project impact and IMO need to be approved by the PMC as part of the release process. If I had carried over votes on the release it may not be considered a valid release and at worse may not offer the legal protection the release process gives to myself, the PMC and the board if less than 3 PMC members voted on what was released and I released it. Now the (legal) risk here is minimal but I'd rather not take it and it's really not that hard to do the right thing and follow correct process.
