I would try to leverage flexbox for layout and stay away from absolute values.
Things need to be fluid and responsive to support the many devices.

We did this very same thing to simplify mobile skin development by extending

When found We update them with the scale factor, position, etc. that then get
passed to the single dynamic skin.

We have been successful submitting to the stores with Air 3.9 and a completely
