Agreed, as you have provided hashes, so its not necessary to upload also to
dev/commons on dist, although that is the practice for other component

Are you sure this is the case for commons-crypto? I thought we only
supported JCE encryption and Open SSL encryption.
If it is the case it seems we have to submit a formal "encryption
classification request", and export would be more restricted on which
countries are permitted.

DMG is tricky as it's a filesystem image, which could have many types of

I am not too keen to grow CryptoCipher to an abstract class (Java 8 or not)
with additional methods that would not typically be implemented by
implementing subclasses.
The API of CC is quite low level, yes, but then adding higher level helpers

+1, shading of a released jar should be preferred.
But there are many solutions for deliberately using a pre-release. maven
scm plugin for instance, or using the GitHub mirror's svn view.

Yes, perhaps this tester method should be shared across the affected test
cases. Now it's kind of copied to use the particular bean class under test,
some of which were inner classes.
