The new package, org.apache.commons.lang3.text.translate, felt weird
as I started to write about it. It makes it sound like it handles
languages.
I'm going to change it to:
org.apache.commons.lang3.text.transform

Even if the package names are different and thus binary compatibility
is not preserved, the @since tags are still important to delineate new
functionality before 3.0. It can help people with migrating.
