Welcoming Dan as a new committer to Commons.
Dan Fabulich became a sandbox committer a little while back and put in
the work to make DbUtils release ready.
We're hoping Dan will be energized to do the release management :)

Not a blocker on release though imo.
The second does not look like it'll have come about due to new code -
it was an attempt to increase code coverage so the bug is extremely
likely to already exist in 1.0, 1.1 etc. Not a blocke

when working on the Testcases i figured out that a deletion from an Ar
Archive is not as successful as it look at first glance.
For example: my bla.ar file contains test1.xml and test2.xml. I delete test2.xml

I have improved ChangeSet stuff a bit. It now supports most common
usecases as described in the testcase.
