We can release 4.9 without such docs by if someone in the community has
some cycle it will be a great step forward for the adoption of this new
features

As discussed in the pull request, the ExplicitLAC related change will go to
4.10.
I have cleaned up all the 4.9.0 issues. The pending issue for 4.9.0 is the
binary metadata format.
Once that is merged, I will start the release for 4.9.0.
