Hi,
I've just added the infrastructure to create WHATSNEW and the
README.html needed for releases from an XML file to the Antlibs build
system. It should be simple to create Atom feeds from it as well.
An example changes.xml can be found in the .NET Antlib.
I've decided to lean on the format of
