Hi, I've just added the infrastructure to create WHATSNEW and the README.html needed for releases from an XML file to the Antlibs build system. It should be simple to create Atom feeds from it as well.
An example changes.xml can be found in the .NET Antlib. I've decided to lean on the format of the Maven changes plugin[1], but removed the author attributes (we don't work that way) and added a flag breaks-bwc. The XSL stylesheets are simplistic and at least the one generating WHATSNEW needs improvement.
