According to section 6.1 in the i18n policy [1], I suggest adding Hussein
Awala as a code owner & translation owner for the Arabic language.
Hussein is a long-time Airflow PMC member and a committer, a native Arabic
speaker, and actively helps with the PR for adding the Arabic locale

as Non-Committer Translation Owners of Taiwanese Mandarin, and
- @jason810496
as both a Code Owner and Translation Owner of Taiwanese Mandarin.
Yes, I have already sent out the i18n policy [1] to all of them and ensured
they fully understand the responsibility of a translation owner if it's
accepted before calling this vote. :)
