Hi fellow Airflowers,

Following the newly passed Internationalization (i18n) Policy [1], I'd like to 
suggest and invite

- @RoyLee1224
- @guan404ming

as Non-Committer Translation Owners of Taiwanese Mandarin, and 

- @jason810496

as both a Code Owner and Translation Owner of Taiwanese Mandarin.

These 3 friends are part of OpenSource4You, a local community in Taiwan where 
we collaborate on Airflow contributions and help new contributors.

Although @RoyLee1224 is a new contributor to the Airflow community, he 
initiated the i18n implementation [3] and has completed most of the Taiwanese 
Mandarin translation.

@guan404ming has been an active Airflow contributor for months. [4] He has sent 
several PRs for the Taiwanese Mandarin translation and helped me review many of 
@RoyLee1224's pull requests.

@jason810496 has already been an Airflow committer and helped to review the 
Taiwanese Mandarin transition PRs.

According to point 6.1 in the policy [1], we can add @jason810496 as both a 
Code Owner and a Translation Owner if there are no objections. However, we will 
need at least one binding vote from a PMC member without objections from other 
committers or PMC members to add @RoyLee1224 and @guan404ming as Non-Committer 
Translation Owners. If the criteria mentioned above are met within three days 
(until June 17th, 23:59 PM AoE), I will merge the PR.
