Sane used to work until "something" was changed an now it doesn't work anymore
for many people. My naive questions:
what was/is the benefit of the change?
do the benefits outweigh the created problems?

I was unable to reproduce a crash following your steps on Xorg. I tried
15 applications launched across 15 workspaces and gnome-shell could be
restarted without issues.

This is indeed a mutter "feature". Use 'gsettings set org.gnome.mutter
auto-maximize false' to turn it off.
