Hi,
It happened when upgrading from ubuntu 17.04 to 17.10
On 17.04 everything worked as expected on battery.
Steps that I tried as you suggested:
* I booted into 4.10 kernel and with battery power the problem still happens
* I booted into 4.15 kernel downloaded from the ubuntu mainline repo and
I do not remember for sure but I guess it was the last kernel provided
with ubuntu 17.04. I upgraded 17.04 to keep in sync with security
updates. My guess is that it's the 4.10 "series"

The solution is simple (and it works with ALL distros).
If you have compiz enabled (aka desktop effects), launch gconf-editor -> apps
-> compiz -> screen0 -> options -> set hsize from 2 to 4. That's all! No reboot

Using dapper sources, I can't install gstream-jack package.
I tried to install for breezy, but not install because dependency problems, but
the dependences are correct:

Since a couple of days, when I start evolution it slows down my laptop.
Evolution itself becomes un-responsive, and so are all the open
applications. By using both 'top' and 'ps' I noticed that evolution uses
up to 18% CPU and about 70% of memory. In addition, the hard-disk st
I just noticed that by expanding the folder "Templates"(in the folder
list tree) there was a folder with same strange characters. I removed
it, and now evolution is fast as it was used to be.
I have no idea about the creation of the Template folder..

The writing in the top bar is too small. The bug also shows up on the login
screen. To reset I have to change the UI scale factor and then reapply the 100%
one
