the ownership of the directory that contains files that dictates if
files can be removed from a given directory. Moving a root-owned file
from $HOME to $HOME/Documents just means that $HOME and $HOME/Documents
are user-owned.
This is by design -- sudo is being phased out in favor of PolicyKit.

Even when a root password was set, gdm (Jaunty and prior) would not allow root
to log in:
"The system administrator is not allowed to login from this screen"
This behavior should be restored, but not via pam stack manipulations,
as it would lack the gdm-greeter feedback above.

Following the ratification of the "Execute-Permission Bit Required" security
policy, several packages need to have their mime handlers updated to reject
opening of various file types that are actually executables when they lack the
execute bit
The major thing to look for is .desktop files that trigger off of
MimeTypes, yet actually run the target file. For example
/usr/share/applications/openjdk-6-java.desktop:
