no, there were no inhibitors:

gave me an empty array.

was false

Leaving this running:

dbus-monitor --session
"type='signal',interface='org.gnome.SessionManager.Presence',member='StatusChanged'"

resulted in no status changes.  As soon as I added indicator-applet-
session to my panel, it started working.  Try starting a session without
indicator-applet-session in your panel.
