This sadly affects me as well, confirmed that GIMP 2.10.36 from noble
works fine. I backported the noble version to mantic in my PPA
ppa:sil2100/gimp as a temporary workaround to get this working back
again, but I think someone should fix this properly and upload to the
-updates pocket as an SRU.
According to Nautilus devs, the solution is bumping the library version:

When I use Alt+` it will switch to the first application in the list,
rather than between different windows of the same application I am
running.

Please check that this isn't being caused by local extensions. You can
remove them by running:
cd ~/.local/share/gnome-shell/
rm -rf extensions
and then log in again. If the problem persists after that then please
run:
gnome-extensions list --enabled > extensions.txt
and attach the result
Also the Settings app suggests Super+backtick is the official key
sequence. But my internal settings suggest either Super or Alt should
work. You can use this command to restore that default:
gsettings set org.gnome.desktop.wm.keybindings switch-group
"['Above_Tab', 'Above_Tab']"

Problems was fixed by restarting, unfortunately, so I don't any other
data to offer here. I didn't change any extensions, though. Not sure how
to cause the issue again to get to the root of it.
Issue happened with multiple types of apps and windows, would always go
to the first in the list of all
extensions.txt for reference

I had no memory problems with Ubuntu 20.04.
After upgrading to Ubuntu 22.04, my 16GB laptop suffered from lack of memory.
I upgraded to 48GB (!), and the memory still continues to fill.
After a few days, with no program started, 12GB is taken. Gnome-shell
