I change to compiz and after to metacity. Then a error message is showed
from glib:
$ compiz --replace &

In gnome-control-center, privacy settings, the history retention
duration displays "past hour". If set to any other value (i.e. "past
week"), it stubbornly goes back to "past hour".
Seen on 3 different machines, thus confirming immediately.

Under Unity, this does indeed work. I agree with you that this needs to
be pointed to / configurable from within Shotwell, as it wouldn't be
obvious to many users that a Facebook account is a system-wide setting.
So as you have done I agree with keeping the bug open for that reason.

note that the Ubuntu Online Services integration is an Ubuntu extension
to Shotwell, enabled via an Ubuntu patch to the Shotwell sources. If
you build Shotwell from the source tarball from Yorba, you'll be able to
use classic Facebook publishing without Ubuntu Online Services.

Same behavior on a Dell E6420 with Nvidia graphics (note: optimus is
disabled). Power settings are not honored, external monitors go into
power save when lid is closed.
