Hello, I have a similar issue with a fresh install of raring (13.04).
When several users are logged in, shutting down from an account is equivalent
to logging off.

This problem still persists in 12.04 and 12.10, at least with Unity (if that
matters).
My solution is to shutdown via a terminal session, which works well (as long as
sudo is used).

I am affected by this as well in 12.04 and in 11.10 before that. If this
is not a bug then at least a flawed design. The interface is such that
intuitively you do not log out, but just point and click to switch to
the desired user account. This then leaves you unintentionally with
multiple users lo
