Keyboard Layout Options provides dozens of different options besides ctrl+shift for keyboard switching, and ctrl+shift is not the default anyway. So this is not a priority for us to change in Ubuntu, but you should feel free to raise the issue with upstream. Here's a link for your convenience: h
