Keyboard Layout Options provides dozens of different options besides
ctrl+shift for keyboard switching, and ctrl+shift is not the default
anyway. So this is not a priority for us to change in Ubuntu, but you
should feel free to raise the issue with upstream. Here's a link for

able to assign X11 kbd layout group switching to Ctrl-Shift on "key up",
not "key down" sequence, and ONLY if no other key was pressed while

file from after reproducing this issue. If you've made any customizations to
your /etc/X11/xorg.conf please attach that as well.

I would say that's not a bug, don't use "Ctrl+Shift to change keyboard
group" if you don't want them to do that
