I found the option to enable the mnemonics, but I would consider
silently changing users' preferences after an upgrade to be very poor
usability.
The bug should now be: gnome-terminal silently changes users' mnemonics
preferences on upgrade.

I can understand why *some* people may not want the menubar to have
mnemonics because they use Alt-key combinations in their terminal
sessions, but this doesn't justify removing the mnemonics from the popup
