Will this bug be fixed for Budgie anytime soon? I'm waiting until it's
done before upgrading. Is there an alternative workaround other than
re-install?

The dependencies of gnome-settings-daemon are:

Recommends: pipewire-audio
Because pulseaudio and pulseaudio-module-bluetooth are installed, APT
reorders those to the front, and this later on causes conflict
