I just got trapped by this on Ubunu 23.10. I installed fuse because an
explanation of appimage said it depends on fuse and I thought "oh, fuse
is good, I should make sure I have fuse installed" and I did not fully
read the. An hour later the next time I closed and reopened my laptop

Is there a reason why this 'fuse' package is included and still needed?
(I think the libraries packages like 'libfuse2' built from the same
source package are still needed, but are the binaries in 'fuse' actually
needed?)

I had a working system despite this bug with the
MUTTER_DEBUG_KMS_THREAD_TYPE=user workaround, after upgrading to get
this fix I can no longer use the laptop. It prints "[ OK ] Starting
gdm.service" during boot and then hangs. No GUI comes up. I can get into
vterms with ctrl-alt-fn-fkey but ofc I n
EOM doesn't have a direct dependency on libheif
(https://packages.ubuntu.com/mantic/eom), so my guess would be that it
goes through the gdk-pixbuf loaders.

At least on my computer, I think the source of the problem is not in
GIMP, because it also effects other viewers and even imgmagick.
I have a bash script for mass conversion of jpg to heic. This shell
script uses "heif-enc" and after the upgrade to Lubuntu 23.10, it's
still working like before.

I can confirm this bug on Lubuntu 23.10.
Previously, on Lubuntu 23.04, I could view HEIC images with all image viewers,
using heif-gdk-pixbuf and libheif-examples.
Now, on Lubuntu 23.10, I cannot view HEIC images any more with the following
image viewers:
