The bug started Ubuntu 18.10 and continues in 19.04 with all updates
applied as of the date of this comment. Again, it seems like the Ubuntu
Desktop, as of 18.10, is continuously(once a second) hijacking the mouse
and keyboard from Sauerbraten when running in full-screen mode. Thanks.

looks like it's not just ssh. when the screen is locked, unlocking the
screen hangs too unless I pop over to another tty and kill gnome-
keyring-daemon. as well, other services which use the keyring, like aws-
vault also hang. (https://github.com/99designs/aws-vault)

So it seems that it does away with the following kernel option:
i915.enable_psr=0
It seems from some Dell user forum that some have had the same issues on
Windows and disabling the panel self refresh worked for them so I was
searching along these lines.
I'm certain it's not a "clean" fix however
