I can confirm this, and also, I agree with Ben.
It is really important to open rhythmbox and hover said widget to

I don't have any problem with my standard user either, however "any
category" is not selected by default in the dialog opened using the
"button near the TO: field". This corresponds to having a restriction
enabled by default on data, obviously it has to be changed so that "any
category" is the def
