It seems the principal task here would be to effectively identify just which
applications (packages) are affected by IP4->IP6, I anticipate that you'd find
a long list of these.. (quirky dns resolution.. etc)

sure, dpl should weigh developers decisions, no doubt there.
but the way you say "making decisions based on what the developers
wish", i interpret that to mean he will essentially
