I found that permissions for /usr/X11R6/lib/ directory were 0700 and denied
access to libraries for user.

Yes, it's a bug in dpkg_1.4.1.8 it should conflict dpkg-dev < 1.4.1.8.
Force --force-overwrite is always bad think. In this case you can install
