Finally figured it out.
Not a thing to do with udev, either.
My USB hub is partially failed. It works for certain things, but apparently
some signals aren't correct, because I have to plug both my printer and
Tungsten directly into the tower itself to have udev detect them.

drwxrwxrwt 10 root root 528 2006-06-09 00:16 /tmp/
is that ok?

These are the default permissons for /tmp. So they should be ok :)
