Finally figured it out.
Not a thing to do with udev, either.
My USB hub is partially failed. It works for certain things, but apparently
some signals aren't correct, because I have to plug both my printer and
Tungsten directly into the tower itself to have udev detect them.
My apologies for all the time people wasted on this.
