it's really unusual to not have ldconfig on debian, it comes with libc6
location of ldconfig is not in your path

Once i had a similar problem. i did two things:
1) modify the file /etc/ld.conf and added the path for ldconfig( i`m not
sure about the name :-( i`m writing from a Windows machine so i can`t check
it )see man for ldconfig it name the file there
2) Related to the problem was that i change glibc

I have accidentally lost ldconfig: I have installed libc6 (2.2.2-1
version) from unstable distribution, and then downgraded to libc6
(2.1.3-13
from stable distribution). In fact, I try to downgrade, because I got an
error message telling me that ldconfig does not exist any more(?!?).
