LILO definately can, see the various multiboot howtos. You may have to
use it in conjunction with the XP multiboot loader if it's as much like
WinNT as I suspect.

I've done this. GRUB boots WinXP just fine. The relevant entry in
menu.lst (assuming XP is the first partition on the first hard drive)
is:
