i´ve got the same error in sarge.
my solution:
i started the script /var/lib/dpkg/info/console-common.preinst and seleced my keyboard
language manually.
afters this dselect prozess worked well.

Exactly the same symptoms, the same package produces the same error, so I'm not able
to apt-get upgrade.
