What do I need for apt-get to work locally?

.list file that points to where I have this stuff saved? Okay so I did this and I have every file in the /dists/slink-update/main/binary-i386 directory. When I run apt-get it has a problem with the packages.gz file? Am I missing something?   TIA Josh Orfa
