Upstream maintainer here.
I note that the Debian package is over a decade out of date; while plptools
has not exactly been rapidly developed in that time, it has had quite a few
bug fixes and new releases.
I think the other problem is that the Debian maintainer
This status is inherited from other "key packages" - such as yours -
needing cdbs to build.
So please move away from CDBS and use the new simple DH sequencer.
