jetring-apply and jetring-review pass `--secret-keyring` to gpg to provide a
dummy location for the secret keyring, but gpg no longer supports it.
Currently, it's benign because gpg just emits a warning:

nwall uses /run/utmp to find logged-in users. A default Debian
install does not have /run/utmp. As nwall relies on the file to
provide its key functionality of sending messages to logged-in
users, its functionality is now completely broken.
