I was upgrading to 1:2.3.0-1 and all of a sudden it told me that
it was converting inetd.conf to xinetd.conf format, and that if I
didn't want it to in future, to use dpkg-reconfigure to tell it
not to.
Unfortunately this was too late to stop
rm the bug
fixed? If so, I'll "posthumously" mark it as fixed in the upload
I am preparing.

I believe that the umask issue was corrected in xinetd
2.1.8.9pre16.
Particular changelog entry which catches my eye:
Changed umask to OR 022 with current umask - Solar Designer

you described (I couldn't reproduce it).
Could you please check this out and close the bug if it is indeed done?
I did email [EMAIL PROTECTED] but it had delivery failures :(

This is slightly wrong.
The NEW queue was exported via http for a while until the full mirror on
merkel was established. It is no longer provided. Developers should log
into merkel (as soon as the local admin sorts the kernel out) to view
the queues.
