Charset of Spanish pages

Hello. The text of Spanish pages like, https://www.debian.org/devel/debian-desktop/index.es.html , are written in ISO8859-1, but the html header declares it is utf-8 text. The result is that instead of Spanish characters, a question mark is displayed. What I do if to force browser to ignore header
