It is *MUCH* better to attach a patch than to paste a link, unless as others

Does Debian provide some means for someone making a modified
distribution based on Debian to easily contribute their work back to
Debian?
For example, if Ubuntu folks were so inclined, could they make a
Ubuntu branch in Debian version control and work on that branch? I
know this is not practical,
