Well, I've made some progess. What I needed was the file drivers.tgz,
not either of the files driver-1.bin or driver-2.bin. Not sure what
they're for.
Once I was able to install my modules, I could enable the use of the ppp
and compression modules.

Don't enable CONFIG_RTC but only CONFIG_PPC_RTC in the kernel config.

I booted into the potato install, dropped to a shell, and mount my root FS. It
looks like util-linux was updated today. I just moved the hwclock executable
and made a link to /bin/true for now...at least I can boot into my system now.

It would be nice if boot-floppies_2.2.26 would be uploaded into stable for
all missing archs, i.e. for alpha, arm, m68k, powerpc, sparc
Especially a powerpc upload would be nice since the only
reason for 2.2.26 to get into stable is to fix powerpc
problems...
