Because we have the .so -> .so.x.y.z symlinks.

I forgot that there are multiple version of the same
tive lib*-static-dev package.
Why not
lib*: shared library, all symlinks to .so (including .so -> .so.x.y.z)
and header files
lib*-dev: static library?

I don't know the point of "must" and "sh

I saw a library which did install -s *.a (already fixed).

How can I do it without wasting autobuilder's CPU time?

the NM queue that -fomit-frame-pointer (and -O3)
is not allowed because it causes problems on some architecture.

do I have to add it explicitly?
I don't want a bug filed just because -O0 is missing.

You say I should read the source of dpkg when I need to do
something really weird about version number (cope with -pre and -beta,
rebuild with dbs and so on)? Digits, dots and hyphens do not
always
x-gnu come to mind as an alternative.
If a build process needs to know what is on the linux kernel is
the GNU software or not, use build dependency. I don't care
if -linux-gnu is aliasd to -linux and -linux-gnu is
preferred to -linux, but I object to mandating -linux-gnu
in the policy.
