I'm still listed as current maintainer of the virtual package name list,
as distributed on ftp.debian.org (doc/package-developer/). It would be

Before we vote on the Policy Proceedures you proposed (and I'm in favor of
them, in general) I think we should first settle the matter of the Constitution
since THAT should be the basis for everything else.
