Because renaming -dev packages is hard. If I were the maintainer I
would make the effort to rename it to gnutls-dev without the number (and
there is a Provides in place already, so you could just go with that).

Don't be scared about the dates, pbuilder is now alive again.
The change that setted HOME to a writable directory is since 2002, I
wonder if I should revert that.
